1) does your state's constitution give your state governor the cammand to see that the states laws are enforce/executed?

2) does your state require that all possible felonies be presented to a grand jury? Search your state code chapter covering "Criminal Procedure" for the phrase 'grand jury'

Without a yes on at least one of these two the likely-hood of success is much reduced.

What is the best place to research such structures and find precedents -- if any.

Depending upon your state's Constitution and laws there may be a way to invoke the duty of a proper locality prosecutor to raise the issue on criminal grounds rather than on the much squishier grounds of writ of prohibition(injunction) or mandamus.  I am trying to lead other discussions into the direction that reveals the method under the example of VA law.  Morphing that method to MO law should not be too difficult - at least you wil know how to find out if it is legally possible to do that or not.   

I believe SunTzu said something to the effect that if you must fight the enemy it is good to do it using the enemies resources.  That is the basic idea - patriots should only use thier own 'powder' ( figuratvely speaking)  when there is no other more profitable alternative .

Here in Missouri the Democrat Governor is not open to discussing 'True the Vote' proposals or for purging the voter registration...outside of the normal processes in place.  In fact, he vetoed a bill to require picture ID be used at the polls.  In order to open up the voter registration records for St. Louis and Kansas City... two major metro areas with real voter fraud problems it will take a law suite... does anyone have an idea how to fund or start such an action?
